The Provincial Party Committee Base, also known as the Bà Bái Base, is located in Phương Quới Hamlet, Phương Bình Commune, Phụng Hiệp District, Hậu Giang Province. The entire relic site was built on a 6-hectare garden area and is surrounded by four defensive canals: Xáng Canal, Lái Hiếu Canal (southeast), Cả Cường Canal (northeast), the Old Canal (northwest), and Bà Bái Canal (southwest).

The path leading into the provincial party committee base is a small, shaded road, where sunlight casts a poetic golden hue over the scenery. In the past, this area served as an effective barrier against enemy sweeps, attacks, and encirclement. The dense tree canopies helped conceal the brave young soldiers. Today, it has become a popular destination for many visitors, as well as for pupils, students, and young people to learn about the resilient and indomitable revolutionary traditions of previous generations.
The relic site includes a meeting hall where important conferences of the Cần Thơ Provincial Party Committee were held. The hall covers an area of 151 m2 and was constructed mainly from materials such as cajeput wood, mangrove wood, cassava wood, and mù u wood. Inside the hall were the working offices of the Standing Committee and the Provincial Party Secretary.
During the General Offensive and Uprising in the spring of 1975 across southern Vietnam, members of the Provincial Party Committee set out from this very place along various attack routes toward Cần Thơ, Vị Thanh, and other key targets in “Military Region IV,” capturing Trà Nóc Airport and the Cần Thơ Provincial Governor’s Palace. At 11:30 a.m. on April 30, 1975, the first announcement of the Revolutionary People’s Committee was broadcast on Cần Thơ Radio.
From 1980, this building was used to display artifacts related to the relic site. In addition, there were dozens of huts belonging to subordinate agencies; however, these have not been preserved due to their makeshift construction materials, which deteriorated quickly.
In 1986, the former Cần Thơ Province carried out restoration work on the relic site. All columns of the meeting hall and the two bomb shelters were rebuilt using reinforced concrete, but their shapes, colors, and construction details were kept exactly the same as in the original structures.
